Turkish Citizenship by Investment: Application Stages, Deadlines & Document Checklist

Track every step of your Turkish Citizenship by Investment application. From property valuation and eligibility certification (Uygunluk Belgesi) to investor residence permit and final presidential decree issuance.

Step-by-step conveyancing and procedure stages

1

Eligibility and strategy

We review your nationality, goals and budget, then recommend the route — property or capital — that fits, with the costs and timeline set out in writing.

2

Due diligence

We run title, charge, seller and sanctions checks, benchmark the price, and arrange the SPK-licensed valuation before any money moves.

3

Investment and banking

We move funds through Turkish banking channels for the DAB, complete the tapu transfer with the three-year no-sale annotation, or verify your chosen capital investment.

4

Certificate of Conformity

We obtain the Uygunluk Belgesi from the relevant Ministry confirming your investment qualifies under the programme.

5

Residence permit

We file for the CBI residence permit that forms part of your citizenship file.

6

Citizenship application

We assemble and submit the full file — investment proof, conformity certificate, apostilled and translated personal documents — for every family member.

7

Decree and passports

We track the security checks and Presidential decision, and on approval help you collect Turkish ID cards and passports.

Critical statutory deadlines and calendar windows

Time scale of a citizenship-by-investment file
4–8+ monthsIndicative time from a clean, complete file to the citizenship decree; bank-deposit and fund routes usually run longer because of extra verification.
3 yearsMinimum holding period for every qualifying investment; on the property route it is registered as a no-sale annotation on the tapu, and selling earlier puts the citizenship at risk.
around 3 yearsPeriod of holding the treaty-country nationality that US authorities are often cited as expecting before it is relied on for an E-2 treaty-investor visa — timing to be planned with a US immigration attorney.

What to get in order before you commit money

The programme is document-driven, and most failed or delayed files are the result of avoidable gaps rather than bad luck. Working through the following before any funds move puts your file on a much steadier footing.

Governing statutory provisions under Turkish law

5901LAW NO.
Turkish Citizenship Law No. 5901 and its Implementing Regulation · Regulation art. 20

Sets the general rule of naturalisation after five years of lawful residence and, as an exception, allows citizenship by Presidential decree for qualifying investors — the USD 400,000 and USD 500,000 thresholds sit in the Regulation, not in the Law itself.

6458LAW NO.
Law on Foreigners and International Protection · art. 31(1)(j)

Provides the short-term residence permit held by the investor — and, under the 2025 rules, by the spouse — as part of the citizenship file.

5554LAW NO.
Presidential Decision No. 5554

Raised the property threshold from USD 250,000 to USD 400,000 with effect from 13 June 2022, illustrating that the figures move by Presidential decision.
